8 Full-time 2 days ago Full Job Description JOB The following education and experience will be accepted:
o Bachelor's Degree in Accounting and six (6) years of experience in accounting work, preferably in a governmental finance environment, oro Associate Degree in Accounting and ten (10) years of experience in accounting work, preferably in a governmental finance environmentKnowledge of computerized accounting applications and spreadsheets required.
Must possess a valid Florida's Driver's License and have and maintain an acceptable, safe driving record.
EXAMPLE OF DUTIES Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency.
On an incident-by-incident basis, the employee's Department Head will make the determination when the employee will be required to work.
MINIMUM QUALIFICATIONS Under limited supervision, performs highly technical and advanced professional accounting functions related, primarily, to the City's Public Works Department and general operations.
Independent judgment and initiative are required in performing assigned duties.
Employee is responsible for supervision of the Public Works' accounting staff.
Reports to the Business Operations Division Manager.
SUPPLEMENTAL INFORMATION ESSENTIAL JOB FUNCTIONS Directs and supervises activities of the accounting staff of the Public Works Department, which includes budgetary and general accounting, accounts payable and receivables, project/program coordination, and financial analysis.
Responsible for the development and preparation of the annual budget for the Public Works Department, to include revenue projections, expenditures, and capital improvement projects (CIP) while meeting debt service coverage requirements.
Conducts meetings and training sessions with management staff regarding the budget process.
Responsible for day-to-day financial monitoring for the City's Public Works General Fund, Stormwater Utility Enterprise Fund, and Solid Waste Enterprise Fund.
Such efforts include:
monitoring year-to-date expenditures versus budget, revenue projections, budget adjustments/transfers/amendments, review and monitor project/program activities.
Provides monthly financial, statistical, administrative status reports to management.
Frequently interfaces with the Assistant Finance Director and Chief Accountant, and if necessary, external auditors on such items related to preparation of the annual audit and the Comprehensive Annual Financial Report (CAFR).
Responsible for maintaining the requirements per the existing bonds issued, grants and other awarded funds on behalf of the Public Works Department.
This includes, but not limited to, coordination with the City's Finance Department in the preparation of the annual financial report and continuing disclosure requirements for Public Works related debt.
Assists the Finance Department in the financial aspects related to Public Works bond matters which includes, but not limited to, establishing the implementation of issuing new financial obligations such as commercial loans and bonds as well as bond matters associated with bond refunding and bond defeasance.
Prepares, and coordinates with the Budget Administrator, all position control changes and identifies funding availability.
Coordinates with contracted Financial Rate Consultant in the review and development of the rate structure (i.
e.
, user rates, main line extension and impact fees) for Stormwater Utility, and Solid Waste activities and the preparation of the ordinance changes for rate implementation by City Council.
Reconciles Fleet service fees collected from the Town of Malabar and Melbourne Beach and Operations fees collected from FDOT and Brevard County in preparation for remittance.
Coordinates with Utilities for Stormwater utility and Solid Waste billing and collection system as it relates to the financial integration with accounting.
Responsible for monitoring capital project and general program expenditures and provides bi-weekly and/or monthly status reports to Public Works Managers and Directors.
Performs data research and develops and prepares specialized reports for management.
Monitors the collection and fund allocation of fees paid by customers to the utility system.
Assists with special projects.
Prepares journal entries as necessary.
ADDITIONAL JOB FUNCTIONS Performs other related work as required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
